Algunos aportes al debate del rol de la formación docente continua en la formación de supervisores educativos: el caso de la provincia de Buenos Aires y del Estado de México

Some contributions to the debate of the role of continuous teacher education in the training of educational supervisors: the case of the province of BuenosAires and the State of Mexico

Resumen

Repensar el lugar del supervisor/a necesariamente visibiliza un conjunto de destrezas, habilidades y conocimientos específicos que requiere el rol. La forma de garantizar, gestionar o promover el desarrollo de esas cuestiones en los agentes educativos varía de sistema a sistema, pero una herramienta recurrente es la formación docente continua. Aquí, intentamos identificar aportes de la educación superior, y en especial a la formación docente continua, a la formación de inspectores/supervisores desde un enfoque de educación comparada que nos habilita a ver más allá del sistema local para debatir y construir una visión prospectiva y superadora. Elegimos sistemas de magnitud y complejidad similar y que han atravesados procesos de cambio y diversificación en el último decenio. El sistema educativo de la provincia de Buenos Aires y el del Estado de México nos brindan estas posibilidades. Este escrito identifica las estructuras de gobierno medio en ambos sistemas, hace referencia al marco normativo de la supervisión, identifica y describe las estructuras y funciones de la repartición responsable de la formación docente continua, las acciones relativas a la formación de supervisores que esas instancias proponen, e identifica tensiones y núcleos de debate sobre los aportes de la formación docente continua a la formación supervisores educativos.

Abstract

Rethinking the place of the supervisor necessarily makes visible a set of specific skills, abilities and knowledge that the role requires. The way to secure, manage or promote the development of these in educational agents varies from system to system, but a recurring tool is continuous teacher education. Here, we try to identify contributions from higher education, and especially from continuous teacher education, to the development and training of inspectors / supervisors from a comparative education approach that enables us to see beyond the local system to discuss and build 56 / pp 55-71 / relec / Año 10 Nº16 /noviembre 2019 – mayo 2020 / ISSN 1853-3744 / Estudios e investigaciones a prospective and bettering view. We choose systems of similar magnitude and complexity and that have gone through processes of change and diversification in the last ten years. The educational system of the province of Buenos Aires and that of the State of Mexico give us these possibilities. This paper identifies the middle government structures in both systems, refers to the legal framework of supervision, identifies and describes the structures and functions of the office responsible for the continuous teacher education, the actions related to the development and training of supervisors that these instances propose, and identifies tensions and discussion nodes on the contributions of continuous teacher education to the development and training of educational supervisors.
